Point Associates inherited that commitment when it bought the property, but state regulators in 1994 ruled the town did not have treatment capacity sufficient to serve Point Associates’ planned development. With Yaupon Beach unable to pro vide it sewer service, Point Associates sued the town for breach of contract in October, 1997, asking the court to direct Yaupon Beach to either return the seven-acre tract to it or pay more than $10,000 for the land. Point Associates still needs the wastewater treatment capacity. Southeast Brunswick Sanitary District is unable to serve much of the residential development. Regu lations established by the federal agency which provides grants and loans to the district for construction of its sewer system prohibit service in areas lying in the 100-year flood plain. Yaupon Beach has no such restric tion on properties it may serve with its wastewater management system. In his communication to commis sioners last week, engineer Graham said loans and grants recently acquired by the town would be suf ficient to fund the project. Revenues from new users at Point Associates’ development would more than off set projected loan repayments. “The town has secured a $174,345 grant and ($364,000) loan from the (N. C. The town has sufficient staff to operate the new facilities without hiring additional personnel. Therefore, operation and mainte nance expenses would not increase significantly as a result of this pro ject and user costs for the current users will not increase as a result of this project.” Commissioners returned to plans to dispose treated wastewater by spraying for irrigation of the seven mainland acres after a study proved spray-irrigation of the Oak Island Golf and Country Club property to be unfeasible. A study of a proposal to spray for irrigation of the golf course was completed recently by consulting engineers with The Wooten Company of Charlotte. They concluded costs associated with spraying on the golf course could not be justified by the limited increase in disposal capacity Yaupon Beach would be afforded. Although the fire did not seriously damage the school, it caused enough smoke damage to delay the restart of classes three days. Students are expected to return Thursday, and will make up lost time at the end of the school year, Wise said. Damage from the second fire was estimated to be $20,000, said Brunswick County Emergency Management Coordinator Cecil Logan. Investigators believe the first fire, w >ch resulted in damage of nearly -5 million, was caused by an elec trical problem. The April 1 blaze burned for sev eral hours unnoticed because the school did not have a fire detector monitoring system that automatical ly notifies the Brunswick County Emergency Management Center. An upgraded system was installed at the school after the first fire, and pre vented more serious damage from occurring during this second blaze, Logan said. The fire call for the second blaze came into the EMS center at 2:59 a m. Monday, and Wise said he was called about 3 a.m. After spending $190,000 to have the school cleaned after the first fire, the school system will allocate an additional $46,000 to clean smoke damage from the second incident. Leland Middle School principal Diana Mintz called the clean-up effort after the first fire “monumen tal.” “It was the most incredible task I ve ever seen in my life,” Mintz told the board of education Monday night. “The building has been cleaned from top to bottom, an area of the building has b^en demolished and most of the debris hauled away, and seven new learning cottages have been set up for classrooms. The fact that we’ve been able to get up and running so quickly is a trib ute to the cohesiveness of the Brunswick County school system.” Although the second fire was lim ited to the classroom of first year teacher Suzie Montgomery, she said she lost items that were irreplace able, such as a bookcase she’d had since she was a child, and a box full of family photos, cards and gifts. Charred books, desks and chairs were removed from the classroom and Montgomery said she’ll set up another classroom that she will like ly use through the end of the school year.
